Born in Madrid, Spain, in 1972, Ruben is the son of parents who sought refuge from communist Cuba. In 1980, they migrated to Tampa, seeking the opportunities of the American Dream. He graduated from Tampa Catholic High School and then joined the United States Air Force in 1991. While serving, he was based in Alaska and had the chance to travel around the world on multiple deployments.

Following his Honorable discharge, Ruben started a 17-year career in the banking sector. He is involved with the Cuban Club as a board member and takes part in Krewe of Sant' Yago. He shares his home in the community with his wife and two children. In 2014, he founded Veterans National Property Services, where he serves as Principal and President, and is recognized as a Service Disabled, Veteran Owned, Small Business (SDOVSB).
