Beware of Next Level Roofing (Oscar Everardo Montanez). Also known as NLC LLC which I assume stands for his previous company, No Limitz Construction, which has 100% 1 star reviews.
This company removed my garage roof in September and then stopped working. We've set MANY dates to continue but they've not shown up.
Oscar/Everardo Montanez had given me a license number that it turns out doesn't exist.
He has refused to write an itemized proposal which my mortgage company requires to release additional insurance money at the halfway point. We are nowhere near the halfway point but he now says he does not do that/has a different business model, and my mortgage company says they don't do projects of this size his way. Okay. So there's no way to continue.
He gave me a certificate of insurance but it states it's no good without a contract that mentions it, and he has refused to give me a contract that mentions it. This insurance also doesn't include worker's comp. Only liability.
He refuses to communicate in writing and only sets dates to meet in person that he doesn't show up to. I don't need to meet him in person again. I need a valid contractor's license, a contract showing the insurance policy, an itemized proposal, the waiver of lien required by the mortgage company, and valid liability insurance with worker's comp.
I called the Mississippi Board of Contractors to file a complaint, and they said he does not have a license. The license number he gave me was apparently fake. Since he doesn't have a license with MSBOC, that means he cannot legally do a residential project over $10,000, so he should never have touched my project or my property. The MSBOC asked me to open a complaint so they can investigate him. They said this is a serious infraction, and he will be sanctioned. There will be a hearing in six months to a year.
""His"" LLC, which is in his wife Angelica's name, turns out was dissolved years ago, long before my project began. Interestingly, there's a brand new LLC of that name (re)established just January 1, 2025. Too late to protect him from liability on my project. As soon as it's searchable on the BBB website I'll be filing a complaint there as well.
He refuses to refund my money minus the work he's done so far, and I will not allow his workers back on my property without an actual contractor's license, the insurance he doesn't have, the proposal the mortgage company requires, and the required waiver he hasn't signed.
And of course Code Enforcement is pressuring me to get the damage repaired ASAP. I can't repair it without the $13,400 Next Level Roofing took as a deposit on this $50,000+ project (minus the small amount of work done). I'm going to have to go to court soon due to Code Enforcement violations because of my garage still having severe damage and NO ROOF.
I've asked Oscar and his partner, Cesar Gonzales, for this amount:

But when the city inspector came out and said what they did has to be torn down, I adjusted that by $1000. I'm asking for a refund of $9600. Oscar offered $2500 and refused to give me a breakdown showing where he got that figure. When I asked for a breakdown he instead sent a note threatening to charge me for the storage pod, which, as my proposed offer shows, I was already offering to pay for.
The Olive Branch Police Department is currently investigating Oscar for contractor fraud.
We all need to be aware of these companies that are ripping people off, which is why I'm sharing my story here.
Search all potential contractor on the MSBOC website yourself, for any projects over $10,000, and do it BEFORE you sign anything or hand over any money. It is illegal for them to touch a project over $10,000 without a valid license that shows up on their contractor search tool.
Added: He has also left a huge mess and damaged a lot of my previously undamaged items. He said he was going to claim them on my insurance claim anyway so it didn't matter.

After being in our home for 2 years we found ourselves with a major leak issue above the front porch. The leak had caused Sheetrock and mold issues. I reached out to Next Level and they replied immediately. They came out the next day and provided a very reasonable quote. We are very pleased with their work and professionalism. Definitely recommend for your roof and home repair needs!
