Called the owner, Joaquin, for a quote. Briefly discussed the particulars and then sent along pictures of the job site with my contact info. Waited for a quote that never came. Followed up twice but with no response back. It's okay to not want to do a job or even to submit a bid, but to not communicate at all shows laziness and apathy that probably translates unfavorably to quality of work as well.

They will try to charge you the highest amount of money and a really poor work.
